Solemn Celebration of Civil Service Day in Kujawsko-Pomorskie

February 17th marks the symbolic Civil Service Day, an occasion to honor all public servants, including those who support the functioning of the Police through their daily work. In the Kujawsko-Pomorskie Police garrison, a solemn gathering was organized to express gratitude for the commitment and dedication of nearly 1200 civilian employees.

The Role and Scale of Civilian Employment in the Police

The Kujawsko-Pomorskie Police employs almost 1200 civilian staff: 689 within the civil service corps and 504 outside of it. These individuals, often working behind the scenes, are responsible for key areas of the formation's operation. They carry out tasks in human resources, finance, administrative proceedings, and logistical departments such as investments, renovations, transport, IT, communications, and procurement. They are also responsible for managing secretariats across all police stations, commissariats, and posts, forming an indispensable pillar of the Polish Police.

Celebration in Bydgoszcz – A Tribute to Commitment

To commemorate the upcoming Civil Service Day, a formal gathering was held in the assembly hall of the Kujawsko-Pomorskie Voivodeship Office in Bydgoszcz. Among the invited guests were: Mr. Michał Sztybel – Voivode of Kujawsko-Pomorskie, Mr. Mirosław Kozłowicz – Deputy Mayor of Bydgoszcz, Father Infułat Stanisław Kotowski – Chaplain of the Kujawsko-Pomorskie Police, as well as representatives of Trade Unions, Associations, and the Police management staff.

Speeches and Thanks

The Provincial Police Commander in Bydgoszcz, Inspector Jakub Gorczyński, emphasized the crucial role of civilian employees in his address:

“Civil Service Day is a unique opportunity to pause and respectfully acknowledge those whose daily, often unseen work has a tremendous impact on the efficiency of the state. Your work, though often remaining outside the limelight, is the backbone of our organization. You are not just the administrative support – you are co-creators of our success.”

The Voivode of Kujawsko-Pomorskie, Mr. Michał Sztybel, also expressed his gratitude, comparing the work of civil servants to human organs, without which the whole system could not function effectively.

During the ceremony, congratulatory letters from the Marshal of Kujawsko-Pomorskie Voivodeship, Mr. Piotr Całbecki, and the Mayor of Bydgoszcz were also read.

Awards and Anniversaries

Employees were recognized for their outstanding dedication and diligent work. Decorations and awards were presented by the Independent Self-Governing Trade Union of Police Employees and the Independent Self-Governing Trade Union "Solidarity" of Police Officers and Employees of the Kujawsko-Pomorskie Voivodeship. Additionally, 79 employees of the Kujawsko-Pomorskie Police garrison celebrated work anniversaries in 2025, and 12 individuals received Commemorative Badges from the Provincial Police Commander in Bydgoszcz, marking the "140th Anniversary of the birth of the KWP in Bydgoszcz's patron."

Musical Finale and Historical Outline

The official part of the celebrations concluded with a short concert performed by soloists: Junior Aspirant Tomasz Gac from the District Police Headquarters in Tuchola with his wife, Ms. Katarzyna Gac, and Staff Aspirant Krzysztof Ciborski from the District Police Headquarters in Rypin.

It is worth remembering that Civil Service Day commemorates the adoption of the State Civil Service Act by the Sejm of the Second Polish Republic on February 17, 1922. This was the first comprehensive regulation that streamlined the reconstruction of Polish state institutions. Within the Police, this holiday has been celebrated since 2009.
